Building Fire Safety Plan
Every covered building must have an approved fire safety and evacuation plan. The FLSD is responsible for knowing the plan in detail, including primary and secondary evacuation routes, the location and operation of the fire command station, roles of fire wardens on each floor, and communication procedures during an emergency. The plan must be approved by FDNY and kept current whenever building conditions change.
Fire Command Station
The fire command station (FCS) is the central hub for building fire operations. It houses the fire alarm annunciator panel, two-way communication systems for stairwells and elevators, the public address system, sprinkler control panels, and HVAC controls. The FLSD must know how to use each component and how to relay building status information to arriving FDNY units. The FCS must be located in the lobby or another location approved by FDNY.
Means of Egress and Evacuation
NYC Fire Code specifies requirements for exits, exit signs, exit lighting, and stairwell conditions. The FLSD must know the difference between an attack stair (used by FDNY to ascend toward the fire) and an evacuation stair (used by occupants to exit). In high-rise buildings, partial evacuation or defend-in-place procedures may be used rather than full building evacuation — the FLSD must know when and how to implement each strategy under FDNY direction.
Alarm and Suppression Systems
The FLSD must understand the building's fire alarm system, including the difference between heat detectors, smoke detectors, and pull stations. Sprinkler system types include wet pipe (water in pipes at all times), dry pipe (pressurized air until activation — used in unheated spaces), and pre-action (requires two triggers before water flows — used in data centers). The FLSD must know how to read the annunciator panel to identify alarm zones and communicate findings to FDNY.
Elevator Recall and Firefighter Service
During a fire alarm, elevators must be recalled to a designated floor (Phase 1 recall) using a key switch at the lobby or by the fire alarm system. Phase 2 firefighter service allows FDNY personnel to manually operate the elevator. The FLSD must understand both phases, know which elevators serve which floors, and be prepared to advise FDNY on elevator status.
HVAC and Power Shutdown Procedures
Smoke control and HVAC shutdown during a fire are critical. Some systems are designed to automatically shut down HVAC upon alarm; others require manual intervention at the fire command station. The FLSD must know the building's specific HVAC controls and the procedure for managing power outages, including the operation of emergency generators and exit lighting backup systems.
Record-Keeping and Log Requirements
NYC Fire Code requires the FLSD to maintain detailed logs including fire watch logs, drill records, inspection records for fire safety equipment, and visitor or contractor access logs for fire safety systems. Failure to maintain required records is a violation under the NYC FC and can result in fines or certificate suspension.
